LONDON, September 6.

Sir Leonard Hill, Director of Research at the St. John Clinic and Institute of Physical Medicine, said that the British race was on the downgrade all over the world. It was not due to crowding, he said, and he^ave as an instance the fact that the Australian and New Zealand-birth rates had fallen to under 17 per 1000. He urged the Government to act on the lines which had been successful in Germany to stop the decay of the Empire" going on through birth control.
