WASHINGTON, August 19

The Secretary of State (Mr. Cordell Hull) is not in favour of the wheat plan announced 'by the Secretary of Agriculture (Mr. H. A. Wallace). Mr. Wallace may avoid a clash by reducing the export subsidy so as not to interfere substantially with Mr. Hull's programme of eliminating artificial trade barriers. Alternatively he may seek agreements with other countries so that all will apply a subsidy, thus eliminating the fear of retaliatory measures.

A cablegram from Washington on Friday stated that Mr. Wallace hoped to perfect within a. week a plan /to subsidise the export of about 100,000,000 bushels of wheat;
