The Chairman's Non-intervention Committee agreed upon the general form of organisation required for tht application of the scheme for strength- ■ ening the sea observation plan ae« cepted at the last meeting. The financial provision required fo* [ the plan for the withdrawal of foreign volunteers from Spain was furthef considered, but in view of the great complexity of the various parts of th* plan it was not possible to reach final agreement.
