DEFEAT OF AMOTION , "LACK OF CONFIDENCE* (By Telegraph—Press Association.) AUCKLAND, This Pay. A recommendation by the Mayo* (Sir Ernest Davis) to a special meeting of the City Council .this. afternoon that city rates be increased 2jd in the £ was defeated in somewhat sensational circumstances. The rates last year were 4s 3Jd in the £. The Mayor said that the proposed increase was based not on account! over which the council had, control, but on increased levies made by theJHospital Board and the Drainage Board. Councillor Coakley moved an amendment that the rates remain as at present. •'''..,. Councillor Fee refrained from voting, but was called upon to vote. H« voted for the amendment, which wat carried by one vote. "I take this as a vote of want ot confidence in myself. I will therefort take time to consider my position,* said the Mayor.
