"This is only the foundation of the social security scheme, and we will build from it," concluded Mr. Savage. "We want to give more help to the soldiers and the old people and all the others, and we will keep building on the scheme until we have achieved real permanent security against the financial effects of sickness, accident, unemployment, and death. Unhappily, we cannot lighten the physical pain and the sorrow, but that must make us all the more determined to put an end to the distress that is preventable."
