. He was a strong advocate of a policy of tar-sealing the said Mr. F. P. Keys, a candidate for the Upper Hutt Mayoralty, in an address at Silverstream.
Mr. Keys said that to obtain the desired amenities for the borough was not a question of lavish expenditure, but one of immediate reorganisation and the introduction of modern constructive and business methods, so that the maximum facilities could be obtained from the rates expended. He had no intention of raising big loans or of increasing rates, as most of his works programme could be carried out with the money derived from his policy of reorganisation. Mr. Keys said that no loans should be raised without consulting the ratepayers by poll. The same principle should apply to all major issues. He believed in the immediate formation of the scheme of the borough's consulting engineer fo* - the elimination of the dangerous Silverstream and Whiteman's Valley Road bridges,' Mr. Keys stated that he had not hesitated in the past to say when he was dissatisfied with the council's policy, and the same, independence of policy still influenced ' him. He believed in steady progress consistent with efficiency. It was the electors' responsibility to exercise wisdom and discrimination in the selection of a Mayor who would be largely responsible for the progress and welfare of the borough for three years.
