BLUM'S DOWNFALL INEVITABLE

PARIS, April 7.
The progress of re-armament, especially tlie construction of aircraft, has been brought almost to a standstill as a result of strikes in seventeen factories. No work is being done at the Messier factory, which holds a monopoly of the supply of essential aeroplane parts. Therefore no machines from other works are being delivered to the Government.
France is on the brink of a most serious Government crisis. It is by no means certain that a National Ministry will follow M. Blum's inevitable downfall tomorrow, which will mean a continuation of restiveness when strong government is most
needed.
The Finance Committee of the Senate rejected the Finance Bill. It is believed M. Daladier is certain to be the next Premier.
