Flats Suggested as Solution
The report upon city housing conditions brought down by the City Engineer, Mr. K. E. Luke, was discussed by the City Council at a full special meeting* last night Opinions were sharply divided as between certain councillors whether mam reliance should be placed upon public or private enterprise, The Mayor, Mr. T. C. A. Hislop, said he believed that the problem was to be met only by a combination of public and private effort, and in this he had the SUPlt££w^S^ent that it was necessary to erect a larg, number of flats or apartment houses upon modern lines within a reasonable distance of the centre of the city, and aSo that some amendment of the present building regulations was necessary. Six proposals put forward by the Mayor were eventually carried.
