MAKING WAR UNLIKELY,

WASHINGTON, April 6.

Vice-Admiral W. D. Leahy, Chief of the United States Naval Operations, addressing the Senate Naval Affairs Committee/ expressed the opinion that the maintenance of naval parity with Britain and the 5-3 ratio with Japan would make war unlikely for the United States, and in the event of war it would be less costly.
