ADVICE TO CIVILIANS

BRITISH MEMORANDUM

LONDON, March 29.

The anxiously-awaited Government memorandum on. air raid precautions states that no single comprehensive plan of evacuation is practicable. Civilians should remain in thejr homes and offices,- bui in th"c event of war the Government probably will have systems of trenches dug all over the public parks. Back garden trenches six feet deep would be among the most effective air raid shelters. \.

The memorandum emphasises that anti-gas preparations are justified from the viewpoint of preventing panic and strengthening morale. v It is assumed that householders and business firms would provide protection for themselves and their employees, but it is recognised that the streets may be crowded and so public shelters/would be necessary. / '.
