Europe received a fresh shock .today when the Austrian Chancellor announced, the national plebiscite on the. issue of "a free German Austria." The world is anxious to know .what is meant 'by the words "a German Austria."

The , formal announcement came from a declaration signed by the Chancellor, and reading:—

FOR A FREE GERMAN AUSTRIA. ■ -People of Austria, for the first time in the history of our Fatherland the leaders of the State demand a public profession of faith in your homeland.' All of you, men and women of the free Austria, arc summoned to. confess yourselves before the whole world. You shall say whether ,you are minded to go the way we are f going, which has as its object social concord,' equality of rights, the final overcoming of party divisions, German peace at home and abroad, and a policy of work. t>ur password is, "For a free and German independent, social, Christian, united Austria, and for the peace, work, and equality of all who profess faith in the people and the Fatherland." • That is the goal of my policy, to reach which is the task and historic : demand of the hour. Whoever affirms that password serves the interests of all and of peace. •Therefore, comrades; sh'ow that you want to -opeii a new era of concord in ,the interests of the homeland. The world must,see our, will to live. Therefore, Austrian people, stand up as one-man- and vote "Ja! Front Heil! Osterreich!" I VOTING INSTRUCTIONS.

The instructions for voting state that all voting papers will be printed "with the; word "iTa" on them, and will be counted as "Yes" papers, even if "No" or other, words are written on .them. Voters ■ who : want to vote "No" must ask1 tor -a special paper bearing the words: "Are you in favour of-a free and. independent German Austria?"
