POINT OF PROCEDURE

AMALGAMATION PROBLEM

A problem in procedure will confront the new board which assumes control of the Southland and Wallace hospital district after the amalgamation takes effect at the beginning of next month, according to the. opinion offered to the Southland Board at its final meeting on Thursday by the secretary (Mr. T. Pryde), states th« "Southland Times." On January 31, the present boardf controlling the two districts will g» out of existence and will be replaced by a new board to be appointed by the Minister of Health. The newboard will consist of fifteen members —thirteen members from the Southland district and two from the Wallac* district. Mr. Pryde said that so far as h« understood, the executive offices of the board went out of existence With the old board and the new board which met on February 1 would require to make the necessary appointments as one of its first duties. Thia meant that his appointment as secretary of the Southland Board would cease on January 31, and the new board at its inaugural meeting would require to appoint a secretary and other officers. . The regulations provided that when the new board first met, the proclamation of amalgamation and the constitution of the new board should be read, and the question was who would read the proclamation and constitution, as there would be no secretary at that | time. Miss H. L. Birss: The chairman can read it. The chairman (Mr. T. Golden): There will not be any chairman until one is appointed. The opinion was expressed that this question would probably solve itself when the time for the first, meeting of the new board arrived. It was possible that some ruling on the question would be forwarded by the Depart|ment of Health.
