SAN FRANCISCO, January 16.
Mr. Herbert Hoover urged the United States to inform the world that she is ready to fight against invasion and preserve neutrality. She should not intrude in the wars of others, either militanUy or by sanctions, but should co-operate in exerting moral forces leading to peace. He condemned the Neutrality Act as more likely to cause war.
