RUSSIA'S NEED
RIGHT ASKED TO IMPOSE
MARTIAL LAW
MOSCOW, January 16.
The first . joint session of both Chambers of the Soviet's Supreme Council opened in the Kremlin. M. Gorkin, Secretary of the' Central Executive, moved an amendment to the Constitution giving the right to impose martial law when necessary from the military viewpoint.
M. Molotov, President of the Council of Defence, said: "Until now such a law has been unnecessary, but we foresee complications which demand it.
"Russia must build up a strong navy," he added, "as several capitalist Powers are engaging in a naval race. Japan refuses to limit heir navy, as does Italy.
"We must also remember that Germany signed the limitation agreement, but we know what Germany's signature means. We must also have a strong Red army."
