GRATIFICATION IN U.S.A.
ADMIRAL'S RECALL
REPORTED MoVIVE FOR ATTACK
(Received December 17, noon.) ' NEW YORK, December 16. Administration officials are very gratified by reports from Shanghai that the Japanese navy has recalled RearAdmiral Teizo Mitsunami, Chief of Aerial Operations. It is understood that his being relieved,of his post is considered to back up the Japanese Government's promise to deal adequately with officials responsible for the Panay incident.
The motive for the attack on the Panay is reported to be Japanese resentment over the oil-tankers carrying petrol for the Chinese, although' American sources insist that the vessels at the time were engaged solely in rescue work. ■
These disclosures prompted the "New York Daily News," one of the most influential newspapers, to counsel: "Scuttle ,put of China." It said: "The best thing we can do is to pull but our fighters with a view to picking our best battleground, the middle of the Pacific, if (God forbid) we ever have to fight Japan." A report which is being circulated that the United States is preparing a third Note to Japan is considered to be wholly premature.
