The Colonial Office states that while the Government is very reluctant to take any measures which might be interpreted as imposing fresh restrictions on trade, it is necessary to introduce quotas in Malaya upon outer garments or underwear of cotton or artificial silk.
To cause no disturbance to those countries which have long been trading in the goods mentioned, the basis fixed for the quotas is that all imports from each country shall not exceed the average annual imports in the years 1926 to 1936.
