DEFIANT NOTE
"JAPAN WILL LOSE"
CHINESE ENVOY TO LONDON

PARIS, December 1
A note of defiance was sounded by Mr. Chen Kung-po, Chinese Ambassador at Large, who is on his way to London, where he will interview the Foreign Secretary.
"Japan. may win battles; but will lose the war," he' said. "Her General Staff' planned .to; send half a million tirbops to China, '. expecting that the campaign in North China would last for six month ;,nd the campaign at Shanghai a'month, but the war will last many months more. Japan must send troops far. in excess of half a million. She is already descending from a first-class to a second-class Power because she has practically exhausted herself. Moreover, she has made no provision for her present extended operations in China."
