SEIZURE OF TUGS

SHANGHAI, November 30,
The Japanese naval authorities here! returned the Italian tugs which were seized, and have expressed their regrets. An Italian official said that the affair was due to a misunderstanding. ! WASHINGTON, December 1. The State' Department announced that it has requested a consular version of the Japanees seizure of the American tug at the wharf of the French Concession at Shanghai.
