The Australian Associated . Presi learns that the Note of 'the Spanish Government in reply to the British Note on non-intervention accepts tha principle of proposed commissions, and points out the necessity for the impartiality of the members. It also accepts the proposals for strengthening control, on the understanding that a definite agreement is to be made for the withdrawalof volunteers.,
