QUICK MOBILISATION
GERMAN PREPARATION
LONDON, November 30,
The "Daily Telegraph's" Berlin, correspondent says that a further step to ensure the immediate mobilisation of Germany is a decree requiring every eligible person to report to the military authorities every change of address and any journey lasting more than sixty days.
Special permission must be obtained for journeys abroad, but it is unlikely that permission will be granted for longer than a month.
