TREATMENT CRITICISED
Criticism by Mr. A. S. Ricnards (GoveVnmentj Roskill) concerning the treatment of iruit growers in the Cook Islands'by former Government was' emphatically 'ruled out by the Chair-' man'of Committees (Mr. E. J. Hdward).
Mr. Richards said that he congratulated the Government ori providing £.21,666 for the of plantations. In the light of experience his opinion" was that the- treatment meted out to planters in past years was such that: there was no .encouragement to keep their plantations up,to date and tremendous Joss, had resulted to New Zealand owing to the neglect of past Governments. • ; '

Mr. Richards: This item would not have been necessary in one year if justice had been done in past years.
Mr. Howard: The hon. gentleman is trying to rake up something that occurred years ago and I am not going to permit it under these Estimates.
Mr. Riphards submitted that his point: was relevant to the item before the House, but he was reminded that he must not. question the. ruling of the Chairman and was asked, to resume his seat. ... , . N ' :
