THE LETTER FROM BRUSSELS
TOKIO, November 8.
The Foreign Office Spokesman, Mr. Tatsuo Kawai, told the Press that th« second invitation from the International Conference at Brussels ' ire» quired considerable • study, and th« reply might therefore be delayed. H« personally saw no reason for the Jap» anese Government to change its mind.
He denied that Japan had communicated with Berlin in regard to peace terms. '
