It is hoped the final, draft will b« adopted tomorrow, and dispatched t« Tokio. immediately. The Berlin, correspondent, of th» "Daily Telegsaph" states that while re. ports of German mediation, seem "at least premature, it appears that : Germany would be ready with proposal! if approached by the Japanese.
