CONCILIATORY AIM
NATIONS' MESSAGE TO JAPAN

The Brussels correspondent of "Th« Times" says it .appears that the aim of certain amendments to M. Spaak'i draft letter to Japan will be to couch the message in the most conciliatory terms and- .that others; ~will suggest , phrasing which will' laave the .way open for suggestions of .Japanese membership of the Committee. It is hoped the final, draft will b« adopted tomorrow, and dispatched t« Tokio. immediately. The Berlin, correspondent, of th» "Daily Telegsaph" states that while re. ports of German mediation, seem "at least premature, it appears that : Germany would be ready with proposal! if approached by the Japanese.
