BIG AGENCY SCHEME
NEW YORK, October 31,
The "New York Times" Washington correspondent says the army is preparing to create a nation-wide recruiting agency, capable of enlisting 500,000 volunteers in the first two months of hostilities before a general draft. Th* plan involves the establishment of •,emi-military enlistment committees )n strategic sections of each State. It is due to official-dissatisfaction over the scarcity of volunteers during the World War, which was attributed to inefficiencies in :the recruiting system.
