JAPAN'S ATTITUDE
ACTION BY CHINA FIRST

TOKIO, November 1.
It is understood that there is no change in Japan's policy of opposition to third-party intervention in the SinoJapanese conflict, but the attitude towards approaches by foreign Powers is held to be another matter, says the Domei news agency.
Official circles contend that China must first be advised by foreign Powers to abandon her anti-Japanese policy.
