JAPAN & CONFERENCE ALL PARTIES CONFER (Received October 20, 10.10 a.m.) TOKIO, October 19. ' At a meeting of all parties in the House of Representatives no decision was reached regarding Japan's attendance at the Brussels conference. The "Asahi Shimbun" suggests that Japan. should participate only if the sole purpose is to study the true cause of unrest in the East and devise a remedy.
