Signor Mussolini's newspaper, , "Popolo d'ltalia," this morning announced that the Italian reply to Anglo-French Note, proposing.a tripartite conference with a view to making non-intervention in Spain more effective, will state (1) that Italy will not participate in any meeting to which Germany is not also invited; (2) that the system of partial • discussions proposed can only lead to new complications; (3) that tbfl problem could be discussed as* whole by the London Non-interven-tion Committee.
