ALLEGATION DENIED

ROME, September 17.
Official circles categorically deny a report in Paris Socialist newspapers that Italy sold to General Franco twelve submarines, which have been manned by Italian volunteers, and also that Signor Mussolini sent twelve submarines to the Dardanelles, with instructions to act as pirates.
