The Piracy Conference at Nyon is understood to have agreed to a proposal for patrolling prescribed zones in the Mediterranean, one of which should be offered to Italy. The Anglo-French zone would be west of Malta, and other participating Powers would be responsible for specified sections.

Speaking at the conference, the Soviet delegate, M. Litvinov, declared that European Governments had organised piracy and the Soviet welcomed the conference, because not only was it a victim of piracy, but it was interested in combating every form of aggression and international lawlessness.

The only States which could avoid participating in the discussions, he said, were those which could assure themselves against piracy either because they themselves were responsible or because extreme intimacy with the pirates enabled an understanding. "Everyone knows the object of this piracy and the identity of the State pursuing it," he said. "That State's name is on every lip, although it is unpronounceable here."

M. Litvinov added: —"The Soviet cannot remain inactive in the hope that its legitimate rights perhaps will be defended by an international organisation, but the Soviet is ready to participate in collective measures for the defence of States which are not guaranteed against piracy."

The conference may be concluded tomorrow.
