TOKIO, September 10.
It is understood that in a verbal reply to the English and American warnings of liability for damage which nationals suffer in Shanghai, Japan denies liability on the principle that the Chinese are the aggressors.
THE AMERICAN WARNING
WASHINGTON, September 9.
Tacitly defending President Roosevelt's warning to Americans in China and also the warning to shipping in the Mediterranean, officials issued a statement that the United States is not prepared to guarantee protection to American nationals and shipping abroad because such action is liable to cause a major war. They also believe the cost would be prohibitive.
