The security for the loan shall be a Special Rate of One-third of a Penny (l-3d) in the £ on the Unimproved Value of all rateable property within the Borough of Eastbourne. ' The period for the repayment of the Loan shall be thirty (30) years as from date of issue. Debentures will be issued for the said loan which will be repayable over the period of the loau (30 years) by the annual redemption of debentures. The loan to be raised at rate of interest not exceeding 3% per cent.
