COASTAL BLOCKADE MADE COMPLETE termed Kress Assotfatlon—By Electric Telegraph—Copyright-* (Received September 6, 10.50 a.m.) LONDON, September 5The Emperor of Japan, opening the session of the Diet at Tokio, declared that Japan was solicitous for the attainment of peace by mutual co-operation in China, which failed to understand Japan's true intentions. Her troops were intended only to persuade China to reconsider her attitude and re-establish peace, he said. ■ The Japanese "Premier, Prince Konoye, told the Diet that Japan's action is not directed against the only measure Japan can adopt, Government and its armies,. The only maesure 'Japan can adoplt, he said, is to administer a crushing blow to the Chinese Army and make it completely lose its will to fight. If China fails to realise her mistakes and persists in resistance, Japan is prepared for protracted hostilities. It is officially announced that Japan has extended her blockade of Chinese'vessels along the. whole coast, from Chinwangtao in the north to the border of French In do-China, excluding Tsingtao and territories leased to other Powers. The Japanese have established an atitdnomous Government of Chahar at Kalgan, which they recently caplured. * r'. . : ■ ■ •■
