A dispatch from Hyde Park, Now York, states that President Roosevelt said he had been in constant telephonic communication with the State JDepart-
ment at Washington, and revealed that, as an aftermath of the bombing of the President Hoover, the position of the United States in the. SinoJapanese- conflict was being determined from day to day.
This is interpreted to mean that he is strongly considering invoking the Neutrality Act. He will confer with the United States Ambassador to London, Mr. R. W. Binghafn, today. President Roosevelt denied that this was linked with rumours of impending joint, action by America and Britain.
The United Press agency says authoritative sources disclose that the United States is likely to dispatch a cruiser division to China immediately to aid in the evacuation of nationals. The bombing of the President Hoover is the principal reason for this.
The Department of Commerce estimates that 500,000,000 dollars' worth of United States investments in China and Japan are threatened unless .the conflict is settled soon. The portion in China is 132,000,000 dollars, mostly mercantile investments.
