The Tokio correspondent of "The Times" states that the Navy Office, explaining the partial blockade of the coast, says that a considerable amount of shipping coming from the southwest has been carrying troops and supplies for the Chinese forces around Shanghai, and that the blockade is intended to prevent this. There will be no interference with food supplies and commercial cargoes, because Japan is punishing the Chinese Army and not the people. ' A message from Shanghai states that as a result of the blockade, Chinese ship owners are seeking to sell Iheir ships to foreign interests.
