HOPEI AND CHAHAR
JAPANESE PROPOSAL;
LONDON, July 16.
It is reported from Tientsin that General Katsuki, the Japanese commander in North China, and General Sung Cheh-yuan, chairman of the Hopei-Chinar Political Council, discussed new Japanese peace proposals, including the reconstruction of Hopei and Chahar, which under the proposed terms would repudiate membership of the Chinese Republic. A message from Nanking states that the head of the Chinese Central Government, Marshal Chiang Kai-shek, has telegraphed General Sung Cheh-yuan reiterating that no agreement with the Japanese which is detrimental to Chinese sovereignty must be accepted. General Sung Sheh-yuan is reported to be a virtual prisoner of the Japanese and to be unable to leave Tientsin if the negotiations fail. It is reported from Hong Kong that 3000 Chinese troops are said to have surrounded the Japanese concession at Hankow.
A Tientsin message states that an unofficial report from Chinese quarters which is without confirmation states that after all-night negotiations an agreement for the withdrawal of the 37th division of the 20th Chinese army from Peking to Paotin was reached. A peace strength corps has been detailed to garrison Liukowchiao and environs.
