SOVIET CONGRATULATED
REFERENCE TO RUSSIA'S PEACEABLE NATURE
WASHINGTON, June 21.
The Russian Commissar for Foreign Affairs, M. Litvinov, in a telegram of congratulation to the Soviet airmen on the completion «pf their flight from Moscow to-America, apparently refers to the Spanish crisis, citing the flight as' "proof of the peaceable nature- ot Soviet Russia at;a time when aviation is being used by certain peoples to destroy cities and .villages and to kill men, women, arid children in order to impose the regime of an ideology foreign to them." ■,
