CONFERENCE DELEGATES

RUGBY, May 19.

An official statement issued tonight after the first meeting of the principal delegates to the Imperial Conference at 10 Downing Street states that a Committee on Constitutional Questions was set up. A discussion on foreign affairs was begun, with a review by the Foreign Secretary of the general international. situation which was sup-' plemented with some remarks by the Prime Minister. After a short discussion of a preliminary character the meeting adjourned until; Friday morning.

The meeting lasted an hour and three-quarters, and of that time Mr. Eden's speech occupied an hour. He gave a complete survey of the international outlook, covering a great deal of ground! and dealt with problems confronting Europe and the world. Part of his review was of a historical character. . There was a general feeling among the delegates that before anyparticular expression of view was given time should he allowed to study what had been said by the Foreign Secretary.

It is probable that at subsequent meetings Mr. Eden will be asked to ..explain various points in greater detail. :
