(Received May 14, 12.15 p.m.) BERLIN, May 13. In order to raise capital for the manufacture of synthetic rubber Germany will levy a duty of ls a lb on foreign raw rubber. A severe shortage of rubber continues and motorists are having difficulty in obtaining tyres. Lorry drivers have been instructed to drive slowly in order to reduce wear and tear.
