The question, "Should a reporter tell?" was revived at a Magisterial inquiry into an alleged leakage of Budget secrets. ■ '
peprge Heard, Parliamentary correspondent of the "Band. Daily Mail," forecast the exact terms of the Budget a week before it was released. The subpoena did not disclpse £he subject of the charge, and Heard's counsel, characterised the,proceedings as a foraging expedition,, and contended that the British Official Secrets Act did not apply to South. Africa. ' > - - - Heard refused' to be sworn, ■whereupon lie was sentenced to eight 'days' imprisonment."
