The expansion of Japanese influence south of the Equator, where her mandate terminates, was the subject of a speech in the House of Representatives by Mr. Sakurai, former Under-Secre-tary of Overseas Affairs. Mr. Sakurai advocated that Japan should apply to Holland for a permanent lease of land in Dutch New Guinea on which to settle surplus Japanese population and produce raw materials. The Premier, General Hayashi, promised to remember Mr. Sakurai's suggestion. He emphasised that Japan's peaceful commercial penetration in the South Seas did not threaten the Dutch territory.

Mr. Kuwashima, Japanese Minister to the Netherlands, is at present touring the Dutch East Indies preparatory to submitting a report on them. There are already large Japanese investments in Dutch New Guinea, the. Moluccas, and the Celebes, while Mindanao supports 20,000 Japanese settlers.
