EXTRA GUARDS FOR-PARIS
(Received March 20, noon.) ' "...' . PARIS, March 19. The Premier (M. Blum) has refused to ban all political meetings for six months oil the ground that it-would be incompatible with liberty. Large forces of the Guards Mobile have been drafted to Paris in view of the disturbed'state of the capital.
