RUGBY, March 15.

The King has approved the appointment of Lord Brabourne, Governor of Bombay, to succeed Sir John Anderson as Governor of Bengal on November 25. The name of Lord Brabourne's successor^ will be announced later.

Lord Brabourne, who is 41 years of age, served with distinction in the war. Before becoming Governor of Bombay he was for a year Parliamentary Private Secretary to the Secretary of State for India. When his Governorship began in 1933 the civil disobedience movement was declining and the situation has since steadily improved.

In Bengal, under Sir John Anderson, the terrorist outrages, once so frequent,, have virtually ceased and his ameliorative policy has been attended with marked success.
