CONTROL IN SPAIN
DETAILS NOT SETTLED

International supervision of Spain, which should have become operative at midnight, at present is not being introduced owing to details not being settled by the Non-intervention Committee, which'sat all day and agreed to naval and land control and also other matters. Some technicalities, however, are outstanding.

RUGBY, March 7.
At this morning's resumed meeting of the Chairman's Sjib-committee of the International Committee for the application of the Non-Intervention Agreement further consideration was given to the report of the special conference of s maritime experts on the naval control scheme. .
It i£ not thought likely that the control scheme as a whole will be ready for approval by the plenary committee before Monday at the earliest.
"The Times's" diplomatic correspondent states that the Dutch ViceAdmiral de Graaff is likely to be proposed as the Chief Administrator of the combined schemes of supervision by land and by sea.
