srapii—Copyright. (Received March 1, 10.40 a.m.) LONDON, February 28. It is rumoured that the Germanl Ambassador, Herr yon Ribbentrop, will return from Germany with proposals for arms limitation. It is said that Herr Hitler is alarmed at the British defence programme, with which Germany cannot compete, and that Dr. Schacht, Minister of Economy, is reported to have said that .he considers German bankruptcy is unavoidable if an arms race becomes continuous. Therefore Germany may suggest stabilising armaments at the present levels.
