Vice-Admiral Yonai, Minister of Marine, speaking in the Diet, denied that the navy had a policy for extension southwards. Nevertheless, Japan must seek peaceful economic development overseas. He added that with the army he had prepared a concrete plan to defend Tokio and other cities against air raids. Mr. Hayashi said that Russian troops in the Far East possessed a superiority complex which tempted them to cross the border, and hence it was necessary to increase Japan's military strength. It was suggested in Parliament that Japan should conclude a non-aggres-sion pact with Holland. It was also suggested that Japan should approach Holland for permission to lease Dutch New Guinea.
The Premier, Mr. Hayashi, replied that the matter would be studied, adding that Japan had no territorial ambitions in the Dutch East Indies.
