Senor Del Vayo, the Spanish Minister of State, has expressed to Mr. Ogilvie Forbes, the British Charge d'Affaires, the sympathy and concern felt by the Spanish Government at the accident to H.M.S. Royal Oak, which resulted in the wounding of five officers and men.
