PARTICIPATION OF U.K.
OBLIGATION ON VESSELS

RUGBY, February 26.
It is understood that the putting into force by the* United Kingdom of the naval supervision plan under discussion by organs of the International Committee for, appliaction of the agreement regarding non-intervention in the Spanish civil war would require legislation. It1 will be necessary, to impose a legal obligation on vessels proceeding under the British flag to Spain to conform with the procedure' contemplated in such matters as calls at ports or. roadsteads specified in the plan for the purpose of picking up the International Committee's supervisors,, and as to submission to the interrogation by naval patrols of the Powers acting on behalf of the Committee.
According to the decision' reached by the International Committee on February 19, supervision is to come into operation next Saturday, ' and therefore during next week, as soon as the scheme is finally approved by the Committee, the British Government will introduce the necessary legislation and provide time for Parliament to pass, it into law.
