SPANISH FRONTIERS
AGREEMENT OF POWERS
ALL EXCEPT RUSSIA

RUGBY, February 23.
At a meeting last night of the Chairj man's Sub-committee of the Nonintervention Committee Lord Plymouth reported that the United Kingdom and Portuguese Governments had reached agreement regarding the arrangements to be made in respect of the Portuguese-Spanish frontier, and ■he gave a general outline of the agreement reached. Speaking for the United Kmgdom Government, he was satisfied that this arrangement for the employment oi British personnel on the PortugueseSpanish frontier was sufficient to enable the United Kingdom Government effectively to undertake the responsibilities imposed upon it under the agreement. , .r „ The Sub-committee considered a lurther report of their technical advisory sub-committee on the question of naval supervision, a report; on which toaa been submitted to them at their previous meeting. . After a general exchange of views the chairman said it was clear that au the representatives were prepared on behalf of their respective Governments to accept this scheme of naval supervision except the U.S.S.R. Government, which was not prepared to accept the particular zone allotted to its fleet. The U.S.S.R. representative undertook to consult his Government further.
