VIENNA, February 23

The German Foreign Minister (Baron yon Neurath) is reported to have proposed a four-Power defensive pact between Austria, Germany, Italy, and Hungary, conditional upon Austria undertaking not to restore the Habsburgs, which would mean a lasting check to Nazi aspirations. Official quarters declare that the story is a pure invention. An atmosphere of extreme uneasiness has been created as a result of yesterday's Nazi demonstrations, which annoyed the Chancellor (Dr. yon Schuschnigg), while the mass arrest of Nazis has angered Germany.

A message from Vienna, published yesterday, stated that the German Foreign Minister (Baron yon Neurath), who had arrived on a two-day visit to discuss cultural relations between Austria and Germany, ' received a tumultuous welcome, tens of thousands of .people shouting "Heil. Hitler" and giving the Nazi salute. Demonstrations resulted in many arrests of well-known Nazis as a precautionary measure.
