THE RUSSIAN BUDGET
On January 13 the Central Executive Committee of the Russian Soviets unanimously passed the Budget for 1937, which is balanced at approximately 98,000,000,000 roubles, with an estimated surplus of nearly 1,000,000,000 roubles, says "The Times." Military expenditure amounts to 20,102,000,000 roubles; education to 18,270,000,000 roubles. The figures for 1936 were 14,816,000,000 roubles for military needs and fc,121,000,000 roubles for education in a Budget that balanced at 78,715,000,000 roubles. M. Grinko, the People's Commissar of Finance, dwelt on the 18 per cent, growth in his Budget as a great achievement, testifying ! to the soundness of the economic and financial system and to the general prosperity. He ignored the fact, however, that the rouble has been devalued since the 1936 Budget was passed. Nor can the amount of'the Budget be compared to the Budgets of other countries, because it includes industry, commerce, and other branches which they dp not embrace.
